Well, you could always set the shell to /bin/false for anyone you didn't
want to get a shell. That and chroot come to mind as good ways to prevent
people from leaving their directories.

On Linux, is it possible to create accounts that 
- can scp/sftp
- cannot cd .. from their ~
- cannot get a shell
?

I've set this up before with ftp daemons, but not with ssh.
