Well, this is a recent thing -- it's designed to get mail admins to reject
on initial connect if there's a problem, rather than accepting the mail,
closing the connection and then "bouncing" the email afterwards to the
return address. I get these all the time since my mail server is set to
accept mail to ANY email address at my domain -- it's a good way to set up
unique email addresses, but it's also a pain in the rear, as that means I
get a LOT of bounced messages that I never sent! Personally, I look at this
as a GOOD thing for them to start doing.
I once reported an email that was bounced to me that I never sent. It was
reported to Pair, who sent me a nice email back stating "this looks like a
fake bounce. It won't happen again" or words to that effect. The mail admin
gets a different note based on what is being reported, so they know EXACTLY
why they were reported!

Any idea of SpamCop's false positive rate? It appears an innocent server
can be joe-jobbed if it is set up to bounce after the SMTP transaction is
complete... I think I shall go disable this. Not that I've seen the phony
bounce thing in a while...
