Maybe a web-based form: enter in the IP and submit for automatic removal.

If they spam again, it will get added again.

It could also keep a count of how many times was submitted for removal and
if reaches a certain threshold then delay when the removal happens.

We can also maintain our own internal whitelist, so when one of those IPs
gets submitted to be listed, we will be notified to handle it manually if
desired (and not added automatically).
